ANNOUNCES A COMPETITION FOR THE PROVISION OF STATE GRANTS FOR NON-GOVERNMENTAL ORGANIZATIONS
1. About the Competition
The Non-Commercial Joint-Stock Company “Civil Initiatives Support Center” (hereinafter – the Operator) announces a competition for the provision of state grants for non-governmental organizations (hereinafter – NGOs) within the framework of the Order of the Head of the State Institution “Department of Internal Policy of the City of Astana” dated August 7, 2025, No. 48 “On Approval of the List of Priority Areas of State Grants for Non-Governmental Organizations for 2025”.
The competition is conducted to support civic initiatives and to engage the potential of civil society institutions in addressing current issues of social development, in accordance with the Law of the Republic of Kazakhstan “On State Social Order, State Order for the Implementation of Strategic Partnership, Grants and Awards for Non-Governmental Organizations in the Republic of Kazakhstan” dated April 12, 2005, No. 36, and the Rules for the Formation, Provision, Monitoring and Evaluation of the Effectiveness of State Grants, approved by Order No. 406 of the Minister of Information and Social Development of the Republic of Kazakhstan dated September 26, 2022 (hereinafter – the Rules) (link: adilet.zan.kz/rus/docs/V2200029848#z440).
2. NGOs Not Eligible to Participate
The following types of non-commercial organizations are not eligible to participate in the competition:
- Political parties;
- Trade unions;
- Religious associations;
- Autonomous educational organizations;
- Autonomous cluster funds;
- Chambers of notaries;
- Bar associations;
- Law offices;
- Republican Collegium of Legal Consultants;
- National Chamber of Entrepreneurs of the Republic of Kazakhstan;
- Chamber of Judicial Experts of the Republic of Kazakhstan;
- Republican Chamber of Private Bailiffs;
- Arbitration Chamber of Kazakhstan;
- Professional audit organizations;
- Professional Council on Audit Activities;
- Associations of owners of multi-apartment residential buildings.
3. The Operator refuses participation in the competition and notifies the applicant in cases of non-compliance with paragraph 42 of the Rules.
4. Grounds for Declaring the Competition Invalid
The competition for a priority grant direction is considered invalid if:
- No applications are submitted;
- No applications are admitted;
- None of the submitted applications for short-term grants score more than 50% of the maximum total score based on expert evaluation.
If the competition is declared invalid, the Operator shall re-publish the announcement within 2 working days in Kazakh and Russian languages.
5. Deadline for Applications
Applications shall be submitted to the Operator:
WITHIN 15 (FIFTEEN) WORKING DAYS FOR SHORT-TERM GRANTS FROM “20” AUGUST TO “10” SEPTEMBER 2025 UNTIL 18:30.
Applications submitted after the specified deadlines, including by postal service and/or courier and/or email, will not be considered.
6. Postal and electronic addresses for submission of applications
To participate in the competition, the applicant shall submit an application in one of the following ways:
Applications shall be submitted by postal service or in person or via the web portal in paper or electronic form depending on the submission method:
1) Paper format applications are accepted by postal service or in person at:
Astana city, Kabanbay Batyr Avenue, Building 11/5, 5th floor, Office 504/1, postal code 010000, indicating the selected priority direction of the state grant, the name and contact details of the applicant.
Applications must be bound, numbered, sealed, and signed by the head of the applicant or an authorized person (a power of attorney of the authorized person must be attached).
A power of attorney on behalf of the applicant shall be issued under the signature of its head or other person authorized by its constituent documents and sealed with the applicant’s seal, if such entity is required by the legislation of the Republic of Kazakhstan to have a seal.
Working hours for accepting paper applications: Monday to Friday from 9:00 to 18:30 (lunch break from 13:00 to 14:30).
2) Electronic format applications are accepted in a single archived file in WinRAR or WinZip format in PDF and MS Word format, by postal service or in person with mandatory duplication of the application to the email address uvpastana25@cisc.kz, at: Astana city, Kabanbay Batyr Avenue, Building 11/5, 5th floor, Office 504/1, postal code 010000, indicating the selected priority direction of the state grant, the name and contact details of the applicant.
Applications must be numbered, sealed, and signed by the head of the applicant or an authorized person (a power of attorney must be attached).

3) Applications submitted in electronic format shall be sent to the email address uvpastana25@cisc.kz in a single archived file in WinRAR or WinZip format in PDF and MS Word format, indicating the selected priority direction of the state grant, the name and contact details of the applicant.
Applications must be numbered, sealed, and signed by the head of the applicant or an authorized person (a power of attorney must be attached).

Applications are accepted by the Operator 24 hours a day during the application period and until 18:30 on the last day of submission.
7. List of required documents for participation in the competition:
- Application for participation in the competition for short-term grants for non-governmental organizations in accordance with Appendix No. 7 of the Rules (link: https://adilet.zan.kz/rus/docs/V2200029848#z440);
- copies of constituent documents (charter with all amendments and additions thereto, founding agreement (if any), decision of the authorized body of the applicant on appointment of the first head).
8. The application is formed based on the list of directions of state grants for non-governmental organizations approved by the state body and the requirements of the Rules.
The budget of the proposed social project shall be formed from costs directly related to the implementation of the social project and planned activities specified in the application.

10. Approved list of priority directions of state grants for NGOs
The list of priority directions of state grants for non-governmental organizations for 2025 is formed based on the priorities of state policy of the Republic of Kazakhstan, strategic and program documents of the Republic of Kazakhstan, addresses of the President of the Republic of Kazakhstan, as well as proposals from state bodies and non-governmental organizations.
