As a bridge between the state, society, and business, the Center is ready to provide operator services for the administration and comprehensive support of grants for non-governmental organizations across 16 socially significant sectors throughout Kazakhstan.
Advantages of entrusting grant management to the Center

The Center develops relevant proposals and recommendations to improve the mechanisms for providing grants to non-governmental organizations, including enhancing the effective planning of grant funds. This is based on the analysis of target beneficiaries’ needs, the socio-economic situation in the country, and best practices identified through the implementation of grant projects. At the same time, in cooperation with private donors, the Center ensures a comprehensive and innovative approach to addressing social issues, taking into account the donor’s needs, values, as well as strategic and reputational objectives.
The Center’s service-oriented approach includes broad promotion of the Client’s grant competition, provision of консультационных услуг to non-governmental organizations on application submission, and full support at all stages of project implementation, including guidance on reporting.
It also involves support in the information coverage of projects, as well as the attraction of budgetary and extra-budgetary resources to ensure the sustainability and scalability of projects.

Transparency and independence in the allocation of grant funds are ensured through open competitive procedures, including the formation of a qualified independent expert commission selected through a random process, live streaming of expert commission meetings on the Center’s official website, as well as ongoing monitoring of project implementation and the targeted use of funds.
Upon completion of grant projects, the Center provides the Client with consolidated programmatic and financial reports. In addition, to ensure public access to information on social projects, the Center publishes a full package of project documentation and conducts public presentations on the progress and outcomes of project implementation on its official online platform.

To improve the quality of grant project implementation through the timely identification of deviations from planned objectives, tasks, expected results, and timelines, the Center conducts continuous comprehensive monitoring of project implementation.
Monitoring includes the collection, processing, and analysis of information on the implementation of social projects through desk-based and on-site monitoring, with the possible involvement of public monitoring and independent experts.

The Center works closely with government bodies, representatives of international and local donor communities, media outlets, and active NGOs across all regions of the country. To attract stakeholders’ resources to address social issues within the framework of grant programs, the Center facilitates cooperation and networking between the business sector, government agencies, and local executive bodies. At the same time, the Center conducts active information campaigns to promote the progress and results of grant projects in both local and national media.
Cooperation Scheme
According to paragraph 7 of the Rules for the Formation, Provision, Monitoring and Evaluation of the Effectiveness of State Grants, approved by Order No. 406 of the Minister of Information and Social Development of the Republic of Kazakhstan dated September 26, 2022, state grants are provided by the Operator from state budget funds (republican and/or local budgets) within the areas stipulated in paragraph 1 of Article 5 of the Law of the Republic of Kazakhstan dated April 12, 2005 No. 36 “On State Social Order, State Order for the Implementation of Strategic Partnership, Grants and Awards for Non-Governmental Organizations in the Republic of Kazakhstan.”
State grants are provided on the basis of an agreement on the transfer of funds for the provision of state grants to non-governmental organizations, concluded between central government bodies or local executive bodies and the Operator.

According to paragraph 1 of Article 6-1 of the Law of the Republic of Kazakhstan dated April 12, 2005 No. 36 “On State Social Order, State Order for the Implementation of Strategic Partnership, Grants and Awards for Non-Governmental Organizations in the Republic of Kazakhstan,” non-state grants are provided from non-budgetary sources of funding.
The requirements for the provision of non-state grants and reporting are determined by the terms of the agreement concluded between the Operator and individuals or legal entities in accordance with the civil legislation of the Republic of Kazakhstan.
At the same time, cooperation within the framework of grant implementation follows a standard scheme, which is adapted to the individual needs and requirements of the clients.
