European Commission Announced Call for Proposals to Support Civil Society in Kazakhstan

The European Commission is seeking proposals for actions in Kazakhstan with financial assistance from the thematic programmes on “Human Rights and Democracy” and “Civil Society Organisations”.

The Thematic Programme on Human Rights and Democracy (HRD) builds upon the key features of the European Instrument for Democracy and Human Rights (EIDHR) with the objective to promote and protect human rights, fundamental freedoms, democracy, and the rule of law.

The Thematic Programme on Civil Society Organisations (CSO) is a European Union programme that aims to strengthen civil society organisations in EU partner countries. It contributes primarily to the Commission’s priorities on Governance, Peace and Security, and Human Development and to supporting the vital role of Civil Society with regard to SDG 16 and SDG 17.

About the grant
  • The overall indicative amount made available under this call for proposals is EUR 5,400,000.
  • Any grant requested under this call for proposals must fall between the following minimum and maximum amounts:
    • Lot 1 (HRD):
      • Minimum amount: EUR 400,000
      • Maximum amount: EUR 750,000
    • Lot 2 (CSO):
      • Minimum amount: EUR 400,000
      • Maximum amount: EUR 400,000.
Eligibility
  • In order to be eligible for a grant, the lead applicant must:
    • Be a legal person
    • Be non-profit-making
    • Be a specific type of organisation such as: Civil Society Organisation (CSO) and/or their association
    • Be established in Kazakhstan or a Member State of the European Union or any territory as no nationality restriction applies to applicants and co-applicants and to affiliated entities, if any, with field presence in Kazakhstan for at least two years
    • Be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary.
  • Co-applicant(s)
    • Co-applicants must satisfy the eligibility criteria as applicable to the lead applicant himself.
    • At least one co-applicant must be established in Kazakhstan.
  • Affiliated Entities
    • The lead applicant and its co-applicant(s) may act with affiliated entity(ies).
