By the Order of the Acting Minister of Culture and Information of the Republic of Kazakhstan, Alikhan Aidarkhanovich Shakenov has been appointed Deputy Chairman of the Management Board of the NCJSC “Civil Initiatives Support Center” under the Ministry of Culture and Information of the Republic of Kazakhstan.
He was born in 1985 in the North Kazakhstan Region. He graduated from M. Kozybayev North Kazakhstan State University and the University of Glasgow (United Kingdom) under the Bolashak International Scholarship Program.
2007 – Statistician at the State Institution “Office of the Akim of Petropavlovsk”, North Kazakhstan Region.
2008–2011 – Chief Specialist of the Department for Youth Affairs, NGOs, and Religious Associations of the Department of Internal Policy of the North Kazakhstan Region.
2011 – Head of the Internal Policy Department of Zhambyl District, North Kazakhstan Region.
2011–2013 – Chief Inspector of the Akim of the Region, Head of the Organizational and Inspection Division of the Akim’s Office of the North Kazakhstan Region.
2013 – Head of the General Division of the Akim’s Office of the North Kazakhstan Region.
2013–2014 – Chief Expert of the Information and Analytical Department of the Committee on Youth Affairs of the Ministry of Education and Science of the Republic of Kazakhstan.
2014 – Head of the Consolidated Analysis and Monitoring Department of the Strategic Development Department of the Agency for Consumer Protection of the Republic of Kazakhstan.
2014–2017 – Chief Expert of the Department for Interaction with Public Associations and Consumers of the Committee for Consumer Protection of the Ministry of National Economy of the Republic of Kazakhstan.

Since February 2025 – Director of the Department of Communications and Cooperation of the NCJSC “Civil Initiatives Support Center” under the Ministry of Culture and Information of the Republic of Kazakhstan.
Prior to his latest appointment, he served as Director of the Project Management Department of the NCJSC “Civil Initiatives Support Center” under the Ministry of Culture and Information of the Republic of Kazakhstan.
