The Ministry of Culture and Information of the Republic of Kazakhstan, in accordance with the Order of the Deputy Prime Minister – Minister of Culture and Information of the Republic of Kazakhstan dated 12 February 2026 No. 58-NK, announces a competition for the selection of independent directors of the Board of Directors of the Non-Commercial Joint Stock Company “Center for Support of Civic Initiatives” (hereinafter – the Selection).

Brief description of the organization’s main activities: The Non-Commercial Joint Stock Company “Civil Initiatives Support Center” is an operator implementing state policy in the field of grant funding for non-governmental organizations. It provides state and non-state grants, as well as monitoring and evaluation of project effectiveness. Website: cisc.kz.

3. Requirements for candidates

  1. Higher education;
  2. At least 5 years of relevant professional experience in an area corresponding to the Company’s field of activity, or in economics, finance, management, or law in managerial positions;
  3. Membership in public associations and/or associations in the fields of civil society, economics, business, or law;
  4. No outstanding or unexpunged criminal record;
  5. The candidate must not be an affiliated person of the Company and must not have been affiliated within the three years preceding nomination (except when serving as an independent director of the Company);
  6. The candidate must not be an affiliated person of affiliated entities of the Company;
  7. The candidate must not have subordination ties with officials of the Company or its affiliated organizations within the past three years;
  8. The candidate must not be a civil servant;
  9. The candidate must not represent a shareholder at meetings of the Company’s governing bodies and must not have done so within the past three years;
  10. The candidate must not participate in the Company’s audit as part of an audit organization and must not have done so within the past three years, and must comply with other requirements established by the legislation of the Republic of Kazakhstan.

A person shall not be elected as an independent director or member of the Supervisory Board if:

  1. they previously held positions such as Chair of the Board of Directors, CEO, deputy head, or chief accountant of another legal entity within one year prior to its compulsory liquidation, compulsory share buyback, or bankruptcy proceedings; this restriction applies for five years from the relevant decision date;
  2. they have committed a corruption-related offence.

4. Submission period

The submission period starts from the date of publication of this announcement on the Ministry’s official website.

The deadline for submission is 10 (ten) calendar days from the date of publication on the Ministry’s and/or the Company’s website.

5. List of required documents

  1. Application form approved by Order №319-NҚ of 11 July 2025 (in Kazakh and Russian);
  2. Candidate information form approved by the same Order;
  3. Copy of the candidate’s identification document;
  4. Notarized copies of licenses, patents, certificates, diplomas, and other qualification documents;
  5. Employment record or notarized proof of work experience in accordance with arcticle 35 of the Labour Code of the Republic of Kazakhstan;
  6. Certificates confirming absence of criminal record and corruption offences issued by authorized bodies of the Prosecutor General’s Office;
  7. Documents confirming membership in relevant public associations or organizations.

Candidates may submit additional information regarding education, experience, qualifications, and recommendations.

Applications must be submitted to the address or email specified in the announcement.

If submitted electronically, originals must be provided to the Ministry two days before the Commission meeting.

Documents must be sealed in an envelope marked “Original,” including the candidate’s name and address. This envelope must then be placed in an outer envelope.

Both envelopes must:

  1. be addressed to the authorized body at the address specified in the invitation;
  2. contain the text: “Competition for the selection of independent directors of the Board of Directors of the Non-Commercial Joint Stock Company ‘Civil Initiatives Support Center’” and “Do not open until 16 March 2026”.
