A meeting of the enlarged board of the Ministry of Information and Social Development was held in Nur-Sultan. During the meeting, the outcomes of the ministry’s work in 2019 were reviewed and objectives for the upcoming period were determined.
The event was attended by Deputy Prime Minister Berdybek Saparbayev, deputies of the Senate and the Mazhilis of Parliament, employees of the Presidential Administration and the Office of the Prime Minister, heads of structural divisions and subordinate organizations of the Ministry of Information and Social Development, prominent public figures and representatives from the civil sector.
The Minister of Information and Social Development Dauren Abayev in his speech emphasized that within the framework of introducing the concept of the “Hearing State”, it is planned to identify units within all state bodies to work with the population. Established units will be directly subordinate to the first head.
“The next strategic objective assigned to us by the President is to adopt the National Development Plan for Information Sector for 2020-2023,” the Minister continued.
According to Dauren Abayev, the Plan will include measures to improve the state information policy. In particular, the mechanisms of state information procurement were revised, its own system of media-measuring was developed, and the development of standards for regulating Internet television was initiated.
On the matter of civil society development, the Ministry plans to amend the legislation on public councils and to ensure the adoption of the Law “On the procedure for organizing and conducting peaceful assemblies in the Republic of Kazakhstan.” The minister also announced the preparation of a Concept for civil society development until 2025. The document will aim to simplify the process of creating a non-profit organization. The development of mechanisms for state support of NGOs will be envisaged, including by increasing the transparency of the state financing system.
Also, this year the ministry plans to prepare the concept of youth policy until 2030.
Among the main tasks for the medium term, Dauren Abayev singled out the development and adoption of a strategic document on the development of the religious sector. The task was also set to rehabilitate 100% of women who returned from zones of terrorist activity as part of the Zhusan operation, to hold a Forum of Religious Studies, the XIX session of the Secretariat of the Congress of the Leaders of the world and traditional religions, and to begin construction of a new building of Nur-Mubarak University in Almaty.
In addition to Dauren Abayev, presentations were also made by the Chairman of the Board of the Rukhani Zhangyru Kazakhstan Institute of Social Development Kemelbek Oyshybaev, public figure Aigul Solovyova, President of the Regional Media Alliance Yerzhan Seitkazinov, chairman of the Committee on Youth and Family Affairs Madiyar Kozhakhmet.
Summing up the board meeting, Berdybek Saparbayev noted that public awareness of the activities of the state and the non-governmental sector depends on the work of the press services and the media. In this regard, the Ministry of Information and Social Development was instructed to pay special attention to the work of the press services of government agencies.
