The United Nations office on drugs and crime (UNODC) has initiated a grant program to provide financial support to civil society organizations, in particular community-based organizations working in the field of HIV prevention, treatment, care and support for people who use drugs (LUN) and people in prison, to ensure the quality of HIV services that meet their needs.
Applications for grants up to 20,000 USD can be submitted in three categories:
- Develop and implement evidence-based and gender-based HIV services for people in prison.
- Development and implementation of services and programs for HIV-infected drug users.
- Develop sustainable partnerships with law enforcement and the health sector to facilitate access to HIV prevention and care services for people who use drugs and people in prison.
Purpose of the program: To strengthen the capacity of civil society organizations – in particular community-based organizations – to address HIV prevention, treatment, care and support among people who inject drugs and people in prisons.
Eligibility: In order to be eligible for a grant, applicants must:
- be a non-profit making organisation (CSOs including NGOs, CBOs) registered under the relevant Laws of the country where it is registered;
- have been registered not less than two (2) years;
- be directly responsible for the preparation and management of the project, i.e. not acting as an intermediary;
- demonstrate prior experience of at least two (2) years implementing activities in the area of HIV prevention, treatment, care and support among PWUD or people in prison;
- have a bank account;
- be consistent with UNODC’s values and ethics.

Applicants are to submit a full project proposal which will be reviewed by HIV/AIDS Section, under Drug Prevention and Health Branch, Division of Operations at UNODC Headquarters.
Each application must specify the category under which grant funding is requested.
Applicants who wish to apply for funding under more than one category may submit multiple applications.
